You do not have to use a local director, shareholder or secretary. A minimum of one person is required for a BVI company. The same person can act as director and shareholder. 

The BVI company is required to have a BVI Registered Agent. This agent is required to keep the records of the BVI company. Having a local director or shareholder is an optional service.

Some other offshore jurisdictions require a local director on the records of the company. When this is a requirement of the corporate laws in a particular jurisdiction, then this local director would be provided as a part of the registration fees.
